For the effect of dimension explosion, does my opponent need to have banished monsters?

Yes, because of the wording "Both players select up to 2 of their monsters that are removed from play, and Special Summon them."

Instead of "Both players CAN select up to 2 of their monsters that are removed from play, and Special Summon them."

I could be wrong.
